Elimination of Euthanasia from Türkiye’s Stray Animals Law Proposal

The term euthanasia will be removed from a groundbreaking animal rights bill regarding stray animals, according to recent reports. This modification comes in response to opposition to the proposal, with sources from the ruling Justice and Development Party (AK Party) stating that the bill will now refer to provisions specified in Article 9 Clause 3 of the Veterinary Services Law.

These provisions outline that euthanasia is prohibited, except in cases of incurable diseases, the prevention of infectious diseases that pose a risk to human health, or when animals‘ actions endanger lives. In such cases, euthanasia must be carried out by a veterinary professional or under their supervision. The bill also proposes changes to the registration and care of animals taken in by animal welfare services, emphasizing the importance of adoption and proper sheltering.

The opposition to the proposal has garnered support from various animal rights groups, leading to a heated debate in the parliamentary subcommittee. The bill includes provisions for euthanasia of aggressive dogs, prohibited breeds, and animals with incurable diseases. Municipalities would be responsible for implementing these measures, with penalties for non-compliance. Additionally, fines for pet owners who abandon their animals would be increased under the proposed legislation.

The stray dog population in Türkiye is estimated to be around 4 million, with efforts to neuter and vaccinate animals over the past two decades. The draft bill aims to improve animal welfare services, requiring municipalities to allocate a portion of their budget to shelters and rehabilitation programs. Municipalities have until 2028 to enhance existing shelters and build new ones to accommodate stray animals.

Despite the government’s defense of the bill as a necessary response to increasing incidents involving stray dogs, animal rights groups continue to protest against the proposed measures. The issue gained national attention after a child was severely injured in a dog attack in Ankara, prompting calls for stricter regulations. The Safe Streets and Defense of the Right to Life Association reported 65 deaths from street dog attacks since 2022, further fueling the debate.

In light of safety concerns, Britain has issued a warning to travelers about stray dogs in Türkiye, advising caution and avoidance of approaching them. The ongoing protests and debates surrounding the animal rights bill highlight the complex challenges of balancing public safety with animal welfare. As the legislation moves forward, stakeholders will continue to advocate for solutions that prioritize both human and animal well-being.
