The transition of the Competency Test for Functional Health Positions (UKOM JFK) from manual to Computer Assisted Test (CAT) marks a significant advancement in the field of healthcare. This shift is a result of the Directorate General of Health Human Resources, through a letter from the Ministry of Health Directorate of Health Manpower Development and Supervision, aiming to ensure the quality and professionalism standards of 30 different functional health positions. The Ministry of Health, as the overseeing body of these positions, is responsible for guaranteeing the standardization and ease of conducting the JFK Competency Test for stakeholders, test organizers, and examiners across various government institutions at the central and regional levels, including healthcare facilities and Ministry’s Technical Implementation Units, as well as regional governments.

The current manual implementation of the Competency Test for Functional Health Positions will be transformed by utilizing Computer Assisted Test (CAT) technology. The CAT JFK Competency Test is a process of measuring and evaluating the Technical, Managerial, and Socio-Cultural Competencies of Health Functional Officers through an online Electronic Competency Test application. This test will be conducted simultaneously and collectively at scheduled locations.

The introduction of the CAT JFK application brings numerous benefits, such as standardized content, test administration, and competency evaluation, leading to more objective, efficient, and effective competency assessments. The CAT mechanism for Functional Health Position Competency Tests allows for a more efficient evaluation process in terms of time and measurability. Additionally, aligning the requested formation needs by the Ministry of Health with the capabilities of regions ensures that civil servants can rightfully obtain their functional position entitlements.

In response to the Ministry of Health’s directive, the Health Department of West Kalimantan held a socialization session for the trial of the Computer Assisted Test-based Competency Test for Functional Health Positions. This initiative aims to provide comprehensive understanding to participants regarding the trial process and implementation of the CAT system, addressing any questions or concerns that may arise due to this system change.

Similarly, the Health Department of Yogyakarta will conduct a socialization session for the Functional Health Position Competency Test using the CAT method. This event is designed to offer detailed explanations on the mechanisms and benefits of implementing the CAT system in assessing the competency of health functional positions. Participants will have the opportunity to test the system, engage in discussions, and ask questions to gain a better understanding of this new testing approach.
