S.P. gives the green light to new Animal Welfare Center for Moore Humane Society

The Town of Southern Pines recently approved an Architectural Compliance Permit for the construction of a new Moore Humane Society Animal Welfare Center. This exciting development was announced at the town’s July 9 business meeting, where the permit for a 19,705-square-foot building was given the green light. The new facility will be located near the fire department at 5355 Highway 22 in Southern Pines, on property owned by Moore County Humane Society President Corky Kern.

The Moore Humane Society Animal Welfare Center is set to be a state-of-the-art facility that will cater to the needs of animals in the community. The nonprofit shelter will house adoption facilities, an education center, administration offices, a clinic, an intake area, and exterior play and exercise yards. The intake/holding areas will feature a range of amenities, including 16 large indoor/outdoor dog runs, 14 indoor dog runs, eight cat rooms, and six cat „condos.“

One of the notable aspects of this project is that a conceptual development plan was not required, as the shelter is considered a by-right use in the zoning district. This streamlined the approval process and allowed the project to move forward efficiently. Additionally, while the building will be visible to the public, it will be thoughtfully buffered with plants to enhance its aesthetic appeal and integration into the surrounding environment.

In addition to the Moore Humane Society project, the Town of Southern Pines also approved an Architectural Compliance Permit for multifamily apartment buildings for Penick Village at 500 East Rhode Island Ave. This expansion of retirement services will include one 63,374-square-foot multifamily residential building with 26 dwelling units, Weymouth Glen, and three 16,141-square-foot multifamily residential buildings with six dwelling units, Grove Villa. These buildings will adhere to specific guidelines regarding building materials and screening from public view, as outlined in the Unified Development Ordinance.

Furthermore, the council approved a request for a conditional zoning map amendment for a 156-foot cellular tower at 7672 Highway 22. This decision was made after careful consideration of the benefits of smart city technology and support for local businesses. Additionally, the council approved Penick Village’s request for a Watershed Protection Permit, which will allow for the expansion of the existing Penick Village campus to include a senior living building, townhome-style villas, a wellness center, and a gatehouse.
